Municipal Aggregation
What is Municipal Aggregation?
Municipal Aggregation, also known as the Community Choice Supply Program, is an electric power supply aggregation program that allows a municipality to purchase electricity in bulk on behalf of its residential and small business customers. The goal of municipal aggregation is to stabilize energy costs, deliver savings to ratepayers, reduce the community’s carbon footprint, and enhance local control in its energy purchasing.
Franklin's Current Municipal Aggregation Contract with Dynegy Energy - Expires November 2028
Since the inception of this program in 2020, Franklin has partnered with the municipal aggregation specialists at Colonial Power Group and is currently contracted with First Point Power for electric power supply. This new agreement commenced in November 2025 and offers a fixed rate of 13.9 cents per kWh which will remain in effect through November of 2028. This rate is 1.2 cents less than the previous rate of 15.1 cents per kWh contracted with Dynegy Energy.
Renewable Energy
In addition to its cost saving benefits, Franklin's Community Choice Power Supply Program also promotes the Town’s commitment to lowering carbon emissions. The energy supplied through the new contract meets Massachusetts’ renewable energy requirements at 63% renewable (69% in 2026).
Additionally, for the first time, Franklin residents will also have the option to utilize energy that is 100% renewable and locally sourced at a rate of 16.6 cents per kWh. While higher than the standard contracted rate, this local energy option accomplishes a goal of the recently approved 2025 town-wide Master Plan.
Program Enrollment Information
Residents and business owners who were already enrolled in Franklin’s Community Choice Power Supply Program as of 9/15/25 were automatically re-enrolled when the new agreement with First Point Power took effect with the November 2025 meter reads, with the standard product (63% renewable energy) at the new rate of 13.9 cents per kWh. These residents and business owners should have received an informational postcard from Colonial Power Group in early October 2025. The postcard included the contact information for First Point Power, instructions on how to select the locally sourced 100% renewable energy product at a rate of 16.6 cents per kWh instead of the standard product, how to opt-out of the program, and other important details. Residents and business owners who were not already enrolled in Franklin’s Community Choice Power Supply Program as of 9/15/25 will need to opt into the program if interested in participating.

How to know if you're already enrolled in Franklin's Community Choice Program
You can check if you’re enrolled by looking at your National Grid or Eversource electric bill. The name of your Supplier is listed under "Supply Services". As of the date of your November 2025 meter reads, if you are enrolled, "First Point Power" will be named as your supplier. You can also call Colonial Power Group at (866) 485-5858 ext. 1 to inquire about your enrollment status.
