[ARCHIVED] Town of Franklin Mandatory Phase IV Water Ban Measures Effective September 18, 2025

Attention Franklin Water Customers!  


On September 15, a Level 1 Drought was declared by the Massachusetts Energy and Environmental Affairs Secretary for the Southeastern Region, which includes the Town of Franklin.  It is worth noting, most of the state is in a Level 2 drought and expect Franklin to be in the same category in the near future with very little rain in the forecast. 

This drought is coinciding during an unusually critical time period for Franklin water. The Town’s largest water treatment plant is currently offline for major repairs and improvements.  A second well #7 is offline as a PFAS treatment program is being implemented. These two shutdowns were previously identified and have been planned for fall/winter shut downs for some time, as there is typically less water demand during the fall and winter seasons.   

In addition to the present drought conditions, the long-term weather forecast shows limited rainfall in the coming weeks. As a proactive measure to preserve water tank levels—crucial for maintaining household water pressure and ensuring adequate supply for firefighting emergencies—we are implementing the following water use restrictions:

The following water uses are NOT allowed:

  • Lawn and landscape irrigation via sprinklers or automatic irrigation systems

  • Washing of vehicles (except at commercial car washes or for safety reasons)

  • Washing of exterior building surfaces, parking lots, driveways, or sidewalks

The following water use is still allowed:

  • Handheld watering (e.g., watering cans or hoses with shut-off nozzles) is permitted at any time, but not recommended between 9 AM and 5 PM

Why no watering 9 AM to 5 PM? Watering during the hottest part of the day is inefficient—much of the water evaporates before it can reach the roots of your lawn or plants. For example, a gallon of water applied at noon might deliver less than half a gallon of benefit to your landscape.


We appreciate your cooperation in helping to protect our community’s water resources during this drought. Franklin uses water that is sourced from 100% groundwater in town. Every drop counts!
